Multiple forms: Ah, this is a tough one to figure out with multiple forms, given that they can fit under an umbrella term of “shapeshifting.” This said, since we count things like elemental spells as separate for each element, and each DnD spell as separate abilities for each spell, I would have to say each form counts as a separate ability. I would also say that additional forms would fall under the 10 points AC Reward/Regain, for purchasing more!
Partial shifting would be allowed, and would also count as a separate ability, if only because that’s a signature Drakonis trait with Protean Form.
Monster traits in other forms: A character would indeed keep their monster traits in alternate forms! Very important that they keep those monster traits active through all of their forms, to keep with the game premise of monster transformations!
